Steps

1. Talk to Latis about his parents death in Morcraven Marsh [290, 60].
2. Talk to Nyeald, Portland's mayor in Portland [95, 56].
3. Talk to Bais in Portland storage back rooms [229, 78].
4. Talk to Latis again.
5. Talk to Drial, the librarian in the Portland library [198, 106].
6. Talk to Morumi in Nordcarn [112, 70].
7. Talk to Drial in the Portland library again.
8. Talk to Nyeald again.
9. Go to the Dragon Cave in Tahraji Desert [369, 21] and inside find the remains of Ertal at [102, 95]. "Use" the book he's holding.
   • Beware, Tahraji Desert is a PK map with dangerous creatures!
10. Return and talk to Morumi.
11. Once you have the items in the list above in your storage, talk to Morumi again.
12. Return to Latis and talk to him about the rain.
13. Talk to Bais again, who sends you to
